Saiba member and SanParks CFO Dumisani Dlamini appointed to Accounting Standards Board

SanParks CFO and Saiba member Dumisani Dlamini was the first CFO of the National Arts Council (NAC) to get a clean audit after 18 years of “no clean” audits. Now Dlamini has been appointed a board member of the Accounting Standards Board (ASB).

Dlamini kicked off his career in a temporary position as a bookkeeper at Ithala Development Finance Corporation. Then Shell noticed his potential and offered him a job which he didn’t take. After that, he moved to the South African Revenue Services (Sars), starting a 12-year career as a branch accountant at its Richard’s Bay branch, later moving to the Gauteng head office as a divisional accountant. At that time former Minister of Finance, Pravin Gordhan who was a SARS Commissioner before being appointed a Minister of Finance, and Dlamini was Finance Manager in HO but also assisted the Sars Finance Exco at the time as finance admin support /secretary. He was further appointed senior finance manager of BEADS division which was later restructured into Operations Division.

Currently at SanParks, Dlamini has been responsible for dealing with among other things the organisational financial sustainability, irregular expenditure, resource mobilisation, and addition to overseeing financial management including SanParks revenue of over R3 billion.

South African National Parks (SanParks) is the body responsible for managing South Africa’s national parks. SanParks was formed in 1926, and currently manages 19 parks consisting of 3,751,113 hectares, over 3% of the total area of South Africa. Many parks offer a variety of accommodations.

The Accounting Standards Board

All these career achievements led him to get recognition and be appointed as a one of the non-executive directors of the ASB. Dlamini said he received his appointment letter on 24 December 2020.

Dlamini commenced his duties at the ASB on 1 March 2021. He has also been appointed chair of the technical committee of the board, which allows him to be involved in the setting of accounting standards, not only in the public sector but also contribute internationally. The task involves reviewing, commenting, and comparing international accounting standards to those of South Africa.

His appointment to the ASB made him reflect on how he has been given the chance to make a global contribution in relation of the contribution being made by ASB to International Public Sector Accounting Standards (IPSAS) and be involved in the country’s setting standards of the accounting field.

No-one could have known that a young boy from Claremont in Kwazulu-Natal who walked over 25 kms to school on a daily basis would reach this far. Reflecting on his childhood, Dlamini said that he always had a vision of being part of a changing South Africa, though he did not know in what way.

Though Dlamini comes from an average family, the community in which he grew up celebrates each other’s success as much as they help each other. One gesture he will never forget is how a parent of another child in the community helped him with his first-year fees deposit at the Durban University of Technology.

Among the many accolades he has received, getting recognised as Public Sector CFO of the year and Young CFO of the Year in 2016 and chairing some of the sessions in the recent CFO Africa event stand out in a career of many highlights of his speaking engagements.

This has made him grateful for the career path he chose, and the unwavering support of his wife and children.
