Changes to Taxation & Anti-Dumping Duties
South African Revenue Service (SARS) announced the following tariff amendments in terms of the Customs and Excise Act:
1. Provisional Anti-Dumping Duties on Screws and Bolts
The SARS has imposed provisional anti-dumping duties on increased imports of certain screws and bolts originating from China. This measure is aimed at protecting local manufacturers from unfair competition. The following items and duties are affected:
Fully threaded screws with hexagon heads (excluding stainless steel): 166.07% duty
Other bolts with hexagon heads (excluding bolt ends, screw studs, and screw studding): 17.65% duty
Effective Period: 14 March 2025 – 13 September 2025
This move is in line with Section 57A of the Customs and Excise Act, 1964, and aims to level the playing field for local producers. Read Notice R.5978 for more detail.
2. Increases in Excise Duty
As tabled by the Minister of Finance on 12 March 2025, the taxation proposals include adjustments to excise duties on various products:
Increased excise duties on alcoholic beverages, including beer, wine, and spirits.
Higher taxation on tobacco products and alternative nicotine products, such as e-cigarettes.
Changes to duty rates on prepared foodstuffs and beverages.
