Bookkeeping Breakdown: Investigating the Multimillion-Rand Mismanagement at NSFAS

Recent media reports highlighted an investigation into the widespread financial mismanagement at the National Student Financial Aid Scheme (NSFAS) in South Africa.

The Special Investigative Unit (SIU) has been actively pursuing evidence and recovering funds related to misappropriated financial aid intended for students.

Key points include:

  • Financial Mismanagement: Since 2017, NSFAS has been reported to have overpaid or incorrectly allocated funds to several institutions, with a notable lack of adequate bookkeeping and financial oversight.

  • Recovery Efforts: The SIU has successfully recovered substantial amounts of money. For instance, R400 million from the University of Pretoria and R311.8 million from the University of Johannesburg were retrieved. Other significant recoveries were made from different universities across the country.

  • Impact on Students: The mismanagement has affected both undeserving students who received funds inappropriately and deserving students who were deprived of financial aid. About 6% of TVET (Technical and Vocational Education and Training) students who received funds cannot be traced due to insufficient or incorrect information.

  • Investigation and Accountability: The investigation also aims to ensure future accountability. More than 400 individuals have been implicated, and the SIU is working to ensure these funds are repaid. Institutions and individuals are being held to account, with administrative measures put in place to correct and prevent such errors in the future.
